The London Centre for the Study of Contemporary Antisemitism (LCSCA) will launch a new independent report examining the unprecedented decision to ban Maccabi Tel Aviv supporters from attending a 2025 Europa League fixture in Birmingham, against Aston Villa.The report assesses whether the prohibition was evidence-led, proportionate, and consistent with UK public order policing standards. It also considers the broader implications for equality, discrimination, and public confidence when politically sensitive events intersect with rising antisemitism. Authored by Adam Dickson and David Hirsh, with a foreword by Lord Mann, HM Independent Adviser on Antisemitism, the report offers a detailed analysis of decision-making, parliamentary scrutiny, and lessons for future practice. The report’s findings will be published on Thursday 19th March 2026, at the House of Lords.
