“The central problem identified in this report is that the decision making process never clearly established where the risk actually lay. The evidence does not demonstrate that Maccabi Tel Aviv supporters themselves posed an unmanageable threat. If the primary risk was hostility towards Israeli or Jewish supporters, then the decision to exclude them risks responding to a potential antisemitic threat by removing the people most likely to be its victims.”
This is among the findings of the independent report into the decision to ban Maccabi Tel Aviv fans, as stated by one of its co-authors, Adam Dickson.
